Medicaid Undercount: Real or Perceived Bias in Estimates of Coverage in General Population Surveys

Robert Wood Johnson Foundation. Principal Investigators: Michael Davern, Steve Ruggles, Kathleen Call, and Lynn Blewett.

In collaboration with the U.S. Census Bureau and several state governments, this project explores why the Census Bureau’s Medicaid enrollment estimates are consistently lower than those from state administrative data counts. Determining why this difference exists will allow for improved simulations of proposed policy changes to Medicaid and evaluations of related programs using survey data.
