Diversity and its discontents: Lessons from higher education

ABSTRACT: Growing demographic pressure has heightened competition for access to higher education, particularly at the most selective institutions. In the wake of a judicial ban on use of race preferences, the Texas legislature passed the uniform admission law, which guarantees admission to any public flagship to students who graduate in the top 10% of their high school class. Using administrative data from the Texas public flagships, I will illustrate the demographic and socioeconomic consequences of the uniform admission law and argue that use of race preferences is the most efficient way to achieve campus diversity, even in a majority-minority state with high levels of school segregation.
