Public and Private Schools in Nepal: A Comparative Perspective

Abstract: This paper focuses on the two-tier education system in Nepal, where pass rates of the Secondary School Leaving Certificate Examination in public schools is less than half that in the private schools. Little is known about public and private schooling in the country, and the topic assumes a growing importance, as the newly elected ruling Communist Party has put particular emphasis on improving the quality of government schools. Using a unique recent dataset of schools, teachers and households from Nepal, this study examines determinants of school selection and explores whether the effectiveness of public schools lags behind private schools. Preliminary results suggests there to be large private school effect. The paper also probes into some of the policies that may encourage or discourage the growth of private schools; tries to contextualize the results by focusing on the policies that are in place which regulate private schooling; and provides some recommendations for further policies.
